UWPA Hires General Manager

The Utica Water and Power Authority Hires Erik J. Holt as General Manager


Angels Camp, Calaveras County, California. – December 23, 2025 – The Utica Water and
Power Authority (UWPA) Board of Directors hired Erik J. Holt as General Manager for the
agency effective January 12, 2026. Action was taken by the Board of Directors to approve
the three-year contract at their regular monthly Board meeting on December 23rd, 2025.
UWPA is a joint powers agency comprised of the City of Angels Camp and the Union Public
Utilities District that delivers untreated water to the member agencies and generates
hydroelectric power from two facilities.
Holt brings with him over twenty years of experience in the fire service field and managing
emergency response operations. He has worked extensively with local government
agencies and private industry. Holt obtained a B.S. in Fire Administration from Columbia
Southern University and a Certificate of Executive Leadership from Cornell University.
Holt is currently the Director of Emergency Services for the County of Calaveras. Caroline
Schirato UWPA Board Chairperson said “We’re very excited to have Erik coming on board.
His depth of experience, knowledge, and management capabilities will complement our

Board’s desire to improve the efficiency of our water delivery infrastructure in a cost-
effective manner and to see us through the application process for small conduit

exemptions for our hydroelectric power plants with the Federal Energy Regulatory
Commission.”
Holt will replace Dave Andres who is currently the Interim General Manager who came in on
a temporary basis when Joel Metzger accepted a position with the California Department of
Water Resources (DWR) as Deputy Director, Statewide Water Resources Planning and
Enterprise Project Management.
